ICE Totally Gaming Expo on course to be the most international and complete gaming exhibition ever staged

Last week, Basel eBusiness’s MD, Grant Twine and Steve Clarke, Business Development attended the ICE Totally Gaming seminar www.totallygaming.com/ice-2012 held at the Earls Court Exhibition Centre, London from the 24th to the 26th January.

Billed as the most comprehensive B2B gaming exhibition in the world – ICE Totally Gaming brought together over 400 exhibitors and attracted industry professionals and regulators from all sectors of the gaming world - betting, bingo, casino, lottery, poker, mobile, online and social gaming sectors.

During the event, Basel eBusiness were pleased to be part of the announcement of Playtech taking up Jersey’s first Remote Gambling licence.

Along with other attendees, Grant and Steve attended forums to discuss and exchange views and opinions about the global market. Attracting operators and gaming professionals from 100-plus nations, the event included a programme of seven un-missable conferences and seminars covering innovations in gaming.

ICE Totally Gaming is a key event and by attending, Basel eBusiness is determined to be in the best position to establish and efficiently manage and administer clients’ online e-gaming businesses in Jersey.

Jersey's eGaming strategy receives significant boost with Playtech licence application

Playtech, eGaming software and content specialists, has applied to the Jersey Gambling Commission (JGC) for a Remote Gambling licence. The application is a significant step forward for the Island's eGaming strategy and comes following many months of talks. Jersey Economic Development Minister Alan Maclean said; "I see this licence application from a market leader like Playtech as a stamp of approval for Jersey's new eGaming industry. It demonstrates how we can leverage Jersey's long-standing reputation for excellent regulation; infrastructure and world class professional services by developing exciting new opportunities for our economy from the lucrative global eGaming market."

Jersey Gambling Commission announce the approval and adoption of Codes of Practice

Following public consultation, the Jersey Gambling Commission announced the approval and adoption of Codes of Practice in respect of responsible gambling applicable to E-Gaming Operators and technical standards relevant to Remote Gambling Operators.

The Codes were produced in line with internationally recognised good practice and designed to uphold the guiding principles of the Gambling Commission (Jersey) Law 2010.

The Responsible Gambling Code of Practice provides a reference to Regulation 11A of the Gambling (Remote Gambling) (Jersey) Regulations 2008 which binds operators to comply with those licence conditions which require gambling to be conducted in accordance with the guiding principles and in compliance with the appropriate Code of Practice.

The purpose in respect of the Technical Standards Code of Practice is to define those standards an applicant must apply to their remote gambling operations.

The Commission will use these standards to ensure operators can both minimize problem gambling and offer direction, and to evaluate the suitability of the gambling equipment, which includes both hardware and software.

The Codes were adopted as published with an effective date of 15th December 2011.

In September, Basel eBusiness’s MD attended the prestigious Eig European iGaming Congress and Expo, the largest dedicated iGaming event in the world http://www.eigexpo.com/

EiG, now in its 10th year, attracts attendees from all areas of iGaming, from the most senior management to specialists in areas as diverse as strategy and research, law, regulation, finance, marketing, business development, fraud, payments and IT. A truly international event, EiG attracts attendees from all over the world.

This year’s conference has already been deemed a major success by both delegates and exhibitors as a total of 1744 industry thought leaders - an increase of 30% on the 2010 figure - met in Milan.

Along with the many delegates, Grant attended high level sessions covering a range of topical issues, including future customers and their entertainment habits, the Facebook generation, increasingly fragmented regulation, optimal taxation models, social media strategies for gambling amongst many more.

A new link between Jersey and Israel forged

Basel eBusiness were part of the official delegation of 30 Jersey politicians and business leaders who visited Israel between the 23rd and 25th May for meetings with senior Israeli politicians and key business leaders. The visit was arranged  jointly by Jersey Enterprise and UK Israel Business, a new entity formed by a combination of the British-Israel Chamber of Commerce and the Israel Britain Business Council. The focus of the delegation  was to meet key ecommerce and egaming professionals as well as strengthening political ties.

 

Israeli-linked companies form some of the largest, most innovative and profitable egaming businesses in the world and Daniel Seal, chief executive of UK Israel Business, said: "This has been an important step in creating economic ties between Israel and Jersey. UK Israel Business is delighted to be bringing these two countries together, which will improve both Jersey and Israel's productivity”.

Jersey Rolls the Dice for eGaming (legislation paper update)

Jersey’s gambling legislation has been modernised and Jersey now positioned to host eGaming operations. On Thursday 3rd March 2011, the States of Jersey Assembly overwhelmingly approved the updating of Jersey’s Gambling legislation with a 45 to 4 vote. The modernisation of the Gambling (Remote Gambling) (Jersey) Regulations 2008 enables Jersey to now offer a full licensing framework for the Island, effectively allowing eGaming businesses to operate from Jersey on a permanent basis. The revised law will become effective in 14 days time.

The States Assembly today discussed the gambling proposition paper as tabled and voted unanimously in favour to adopt the move by 38 votes to four, but a last minute decision by the Economic Affairs Scrutiny panel to review the regulations means that a final decision to implement the amended legislation will be delayed by approximately two weeks.

Work to conclude the modernisation programme is now in its final stages, with the delivery of a new Gambling (Jersey) Law that sets out new products and services that the industry might offer. The final egaming legislation paper delivered by the Jersey Law Office is entitled the 'Draft Gambling (Remote Gambling Disaster Recovery) (Amendment) (Jersey) regulations 201-' and has been lodged for debate at the forthcoming 15 February 2011 States Assembly sitting. The regulation will enable a full licensing framework for the island and once approved is expected to become effective shortly after the States sitting.

Background

In 2005 the States was asked to consider a modernisation programme for Jersey gambling and regulation. In the debate and subsequent vote, the States gave clear support for updating the Island’s regulatory system and supported the creation of a Jersey Gambling Commission and the adoption of an internet based eGaming regime.

Since the 2005 debate specific legislation has been brought to the States and adopted. In 2008 legislation to allow licensing of eGaming for disaster recovery purposes was approved and in 2009 the States approved the creation of the Jersey Gambling Commission. On the 21st April 2010, the States of Jersey voted for the establishment of a regulatory and licensing regime for eGaming in Jersey and gave the Island the opportunity to offer services on an equal footing with the likes of Guernsey, Alderney and the Isle of Man. Jersey, as a recognised top tier International Finance Centre with secure and robust IT hosting services, will be well positioned to offer an attractive alternative to the existing providers.
